Governor Mike Braun has ceremonially signed into law a new piece of legislation aimed at reducing health care costs in Indiana. The bill, co-authored by State Representative Tony Isa from Angola, seeks to enhance transparency and empower patients across the state.
House Enrolled Act 1003 includes a provision that strengthens billing standards for the state's largest non-profit hospitals, helping protect patients from unnecessary facility fees. Rep. Isa emphasized the importance of this measure, stating, "For too long, patients have been left in the dark when it comes to the cost of care. By improving price transparency, this new law gives Hoosiers the tools they need to make informed decisions about their care while avoiding surprise bills."
The legislation mandates labs and diagnostic imaging centers to publicly disclose service prices. Patients will receive itemized bills with clear service codes, allowing them to compare costs effectively.
Furthermore, House Enrolled Act 1003 requires health care providers to give good faith estimates at least two business days before services are scheduled. This aims to help patients understand their financial responsibilities better.
In addition, insurers are now prohibited from denying claims based on whether a referring provider is an out-of-network direct primary care provider or independent physician.
To combat Medicaid fraud more effectively, the legislation bolsters the Medicaid Fraud Control Unit's authority. The Attorney General will establish data-sharing agreements with state agencies for improved fraud prevention efforts. Under this act, MFCU investigators gain law enforcement status for stronger enforcement capabilities.
The law also reinforces Indiana’s Right to Try policy by expanding access to investigational treatments for patients facing life-threatening conditions and aims to improve transparency regarding medical records access.
