Rep. Shonkwiler recognizes retiring Noblesville police chief John Mann for community service

State Representative Alaina Shonkwiler recently recognized Noblesville Police Chief John Mann, who is retiring after a long career in law enforcement. Shonkwiler presented Mann with a House District Declaration for his service and leadership in the community.

John Mann became Noblesville police chief in 2020, following nearly three decades with the Indianapolis Metropolitan Police Department. During his tenure, he worked with the mayor to launch NobleACT, a mental health initiative that brought together local police, fire departments, the mayor's office, and area service providers. The program was designed to help individuals dealing with mental health crises, housing instability, addiction, and other challenges. NobleACT later served as a model for Indiana’s Community Cares Initiative, which broadened mental health crisis response resources across the state.

"Chief Mann has had such a strong impact on not just Noblesville, but on the safety and security of the entire state," Shonkwiler said. "It is an honor to recognize him for his leadership, passion and selfless service that has shaped our community for the better."

Mann also focused on officer wellness both on and off duty and introduced the "Noblesville Way," emphasizing pride, integrity, and honor within the department. He expanded community engagement efforts to strengthen relationships between police officers and local organizations. Under his leadership, SmartAsset ranked Noblesville as the 12th safest suburb in the United States.

The House District Declaration is an award given to residents of House District 29 who have made significant contributions to their communities.

Shonkwiler represents House District 29 in Hamilton County.
