Governor signs public safety legislation sponsored by Rep. Stephen Bartels

Governor Mike Braun has held a ceremonial signing for several new public safety laws that were authored, co-authored, and sponsored by State Representative Stephen Bartels (R-Eckerty). The measures are designed to improve benefits for Indiana National Guard members, streamline school security procedures, support first responders, and increase benefits for veterans in the state.

House Enrolled Act 1111 increases state-provided benefits for Indiana National Guard members who die in the line of duty. It also expands eligibility for workers’ compensation and medical insurance options for those serving on state active duty. Additionally, this law broadens scholarship opportunities under the National Guard’s tuition supplement program to include credentialing, trade certifications, and apprenticeship programs.

House Enrolled Act 1280 extends individual income tax exemptions and retirement income deductions to include members of the United States Space Force, the United States Public Health Service Commissioned Corps, and the National Oceanic and Atmospheric Administration.

"As someone who previously served as a major in the Army National Guard, I understand the sacrifices our Guardsmen and service members make both at home and abroad. Additionally, recognizing non-traditional uniformed roles at the state level ensures consistency for all personnel, not just those in traditional military roles," Bartels said. "These new laws are an important step toward honoring service members by providing the support they've earned."

House Enrolled Act 1637 moves the Office of School Safety to the Department of Homeland Security. This change is intended to centralize safety efforts such as annual inspections, school plans, and enforcement orders. The act also establishes a new School Safety Board that will provide guidance related to school safety issues.

Senate Enrolled Act 433 creates an accreditation program within the Indiana Department of Veterans Affairs. This program sets certification standards for county and city veterans service officers who assist veterans with applying for pensions, education benefits, and other services from both state agencies and the U.S. Department of Veterans Affairs.

State Rep. Stephen Bartels represents House District 74 which includes all of Crawford, Perry, and Spencer counties as well as parts of Dubois and Orange counties.
