Gov. Braun signs bill aimed at improving math skills among Indiana K-12 students

Gov. Mike Braun has ceremonially signed a bill authored by State Rep. Jake Teshka, aimed at enhancing math skills among K-12 students in Indiana. This legislative measure, known as House Enrolled Act 1634, seeks to address the declining scores reported by the Trends in International Mathematics and Science Study. According to this study, American fourth graders' scores fell by 18 points after 2019, while eighth graders' scores decreased by 27 percent.

"We need to be sure we're equipping Hoosier students with all the tools for success, especially those who want to pursue STEM opportunities," stated Teshka. He highlighted that the law is designed to challenge high performers and support students needing additional assistance.

This legislation builds on previous efforts led by Teshka to improve literacy among Hoosier students. In 2023, he introduced a law establishing science of reading standards aimed at providing targeted support for students facing reading difficulties. The National Assessment of Educational Progress results from 2024 showed improvements in Indiana's reading and math scores.

House Enrolled Act 1634 will automatically place middle school students meeting proficiency benchmarks into advanced math courses, although parents can opt out if they choose. It also mandates state-approved numeracy screenings for kindergarten through second grade to identify gaps early and provide targeted support.

The Indiana Department of Education is required to review teacher preparation programs to ensure compliance with instructional strategies promoting conceptual understanding and problem-solving skills. Programs not meeting these standards may lose accreditation following a formal review process.
