Gov. Mike Braun has ceremonially signed a new law aimed at expanding care for elderly residents in Indiana. The legislation, co-authored by State Representative Lori Goss-Reaves, seeks to enhance in-home and preventative services through the CHOICE program, particularly benefiting those in rural and underserved areas.

House Enrolled Act 1391 broadens the scope of the CHOICE program, allowing Area Agencies on Aging to allocate funding for traditional in-home services such as meal deliveries and personal care assistance. It also supports preventative outreach like safety assessments designed to help seniors avoid emergency care or premature admission to nursing facilities. Additionally, the act introduces a pilot program intended to consolidate Area Agencies on Aging, optimizing taxpayer funds and improving outcomes for seniors.

“This law is focused on preserving older Hoosiers' dignity and choice," said Goss-Reaves, who serves on the House Public Health Committee. "Too often, our seniors are forced into institutionalized care because they lack support to remain in their home. By expanding access to services, we're helping more seniors stay safe, supported, and at home where they want to live."

Goss-Reaves emphasized that the legislation will simplify processes for local organizations aiming to become Medicaid-certified home modification providers. This change is expected to make necessary modifications—such as wheelchair ramps and grab bars—more accessible and affordable.

“I was glad to work with my colleagues and community partners on this critical legislation to help more Hoosier seniors safely remain in their homes and continue to live a high-quality life," said State Rep. Ed Clere (R-New Albany), who authored the law. "Rep. Goss-Reaves' professional background and passion for supporting vulnerable Hoosiers made her a vital voice during this process."

The new law aims not only at expanding service reach but also at ensuring efficiency within existing programs.
