Rep. Jefferson Shreve from Indiana's 6th District has announced the progression of his legislative proposal, The Water Quality Standards Attainability Act, through the House Transportation & Infrastructure Committee. This marks the second bill he has successfully advanced out of committee during this Congress. His proposal is part of the broader PERMIT Act, which seeks to streamline permitting processes and reduce bureaucratic obstacles. The package is now set to be considered on the House Floor.

The proposed legislation by Congressman Shreve aims to make access to clean water both attainable and affordable for communities. It emphasizes state leadership in setting water quality standards, ensuring that local entities maintain control over decisions impacting their water systems rather than federal agencies. The bill mandates collaboration between the EPA and states or municipalities in crafting long-term plans for water treatment and sewer systems while developing or updating water quality standards. To save taxpayer money, it also requires consideration of cost and commercial availability when assessing treatment technologies.

Indiana has faced challenges with stringent EPA regulations in recent years. Notably, Indianapolis and Fort Wayne implemented changes to their water quality standards approved by the EPA but later had those approvals revoked, leading to financial setbacks for these communities. Congressman Shreve's bill aims to establish more reasonable requirements that save time and resources.

Representative Shreve commented, “My bill takes a simple step to help communities comply with the Clean Water Act – while avoiding costly, unnecessary red tape.” He added that some regulations under the Clean Water Act are impractical and emphasized a clear and reasonable process for obtaining clean water.

Sam Graves, Chairman of the House Transportation & Infrastructure Committee, supported Shreve’s efforts: “Ensuring our communities’ needs for clean water are met while being good stewards of ratepayers’ dollars is important." He praised Shreve's leadership in introducing legislation that considers local long-term water treatment plans without imposing unfeasible standards.

Adam Krantz, CEO of NACWA, expressed support as well: “Clean water utilities around the country have and continue to invest billions... NACWA applauds Rep. Shreve for introducing [this] legislation... ensuring that those investments continue to be cost-effective.”
