Senate approves Rep. Lawson's bill increasing flexibility for public works projects

Legislation authored by State Representative Ethan Lawson has received approval from the Senate. The bill aims to provide local governments with increased flexibility in managing public works projects, including roads, bridges, airports, and construction endeavors.

Research from the Center on Budget and Policy Priorities indicates that infrastructure investments often lead to a more productive economy, resulting in higher wages and improved quality of life. Rep. Lawson stated his motivation for authoring the bill was to equip Indiana’s local governments with necessary tools to complete essential public works projects, thereby enhancing infrastructure and fostering economic growth.

"It’s rewarding to see this bill move forward, as it will give local governments the flexibility they need to make decisions and complete projects efficiently," said Lawson. "When resources are limited, this legislation will provide much-needed support to ensure that critical projects continue moving forward. I appreciate Hancock County Highway Department engineer Gary Pool testifying about the need for this bill."

House Enrolled Act 1198 raises the current limit for road and bridge projects that a local board can execute using its workforce to $375,000. Additionally, it removes bureaucratic hurdles by eliminating a requirement for architects' approval on routine building maintenance tasks like painting.

Lawson noted that the bill could mitigate increased construction costs and inflation by granting local governments greater control over smaller projects, thus saving time and money while reducing administrative burdens.
