Area legislators are encouraging Hoosiers to use a new state website designed to compare health care prices and quality. The Indiana All Payer Claims Database (APCD), established by a 2020 law and overseen by the Indiana Department of Insurance, aims to increase transparency in health care costs. The website collects insurance claims data from both public and private health care payers to track cost, utilization, and quality across the state.
"For many families, making informed decisions about health care is vital," said State Rep. Bob Heaton (R-Terre Haute). "This new tool provides a practical way to compare costs and quality, helping Hoosiers feel confident in the care they receive and the price they pay."
State Rep. Dave Hall (R-Norman) explained that the APCD allows users to search what other patients have paid for common procedures across regions, providers, and insurance plans. The database also includes information on health care providers within certain distances from a zip code, average out-of-pocket costs for services, and facility quality ratings. For instance, those needing a knee replacement can select their insurance, procedure, and zip code on the database to view nearby providers' quality ratings and average out-of-pocket costs.
"Hoosiers deserve to know upfront what their health care costs will be," Hall said. "This database helps equip them with that information. It's an important step toward making health care more transparent and affordable across the state."
According to State Rep. Peggy Mayfield (R-Martinsville), the goals of the database include informing Hoosiers seeking medical care, identifying state health care needs, supporting policy development, and improving overall quality and affordability.
"Knowledge is power, especially when it comes to health care," Mayfield said. "This new tool gives Hoosiers a way to plan for their medical needs, compare providers and make informed choices that align with their budgets and health care goals."
The APCD complies with security standards outlined in HIPAA (Health Insurance Portability and Accountability Act) as well as HITECH (Health Information Technology for Economic and Clinical Health Act). Onpoint Health Data administers the Indiana APCD and is certified by HITRUST for meeting federal and state security requirements.
