Indiana launches online tool for comparing healthcare prices

State Reps. J.D. Prescott and Elizabeth Rowray are encouraging Hoosiers to utilize a new state website designed to compare health care prices and quality.

In 2020, Indiana lawmakers passed legislation establishing the Indiana All Payer Claims Database (APCD), overseen by the Indiana Department of Insurance. The website collects insurance claims data from public and private health care payers to track costs, utilization, and quality of health care across the state.

Prescott explained that the APCD allows residents to search what other patients have paid for common procedures across regions, providers, and insurance plans. The database also includes a list of health care providers performing services within certain distances from a zip code, average out-of-pocket costs for services, and quality ratings for facilities. For instance, those needing a knee replacement can use the database to select their insurance, procedure, and zip code to view nearby providers' service lists, facility quality ratings, and average out-of-pocket costs.

"Hoosiers deserve transparency when it comes to their health care so that they are well-informed of the costs and quality of the provider," Prescott said. "This new website is user-friendly and a great step toward lowering health care costs."

Rowray stated that the database aims to inform residents seeking medical care, identify state health care needs, support policy decisions, and improve the quality and affordability of health care in Indiana.

"I’m truly excited to see the Indiana All Payer Claims Database up and running and bringing more clarity to health care costs and quality for all Hoosiers," Rowray said. "This database will be key to helping individuals be more informed about their options."

The information collected by the APCD complies with security standards outlined in HIPAA (Health Insurance Portability and Accountability Act) as well as HITECH (Health Information Technology for Economic and Clinical Health Act). Onpoint Health Data administers the Indiana APCD and is certified by HITRUST—a standard in health data security incorporating both federal and state requirements.
