Indiana legislative session ends with new budget and tax relief

Indiana's 2025 legislative session concluded with the passage of a new two-year state budget, alongside measures for tax relief and other priorities aimed at benefiting Hoosiers, as confirmed by House Speaker Todd Huston.

"We're ending the 2025 legislative session with the passage of a balanced state budget that makes government more efficient, supports our key priorities and provides tax relief for Hoosiers," Huston stated. He further explained that Hoosiers will benefit from approximately $600 million in tax cuts in 2026 and $700 million in 2027, targeting property and income taxes.

Eight priority measures from the House Republicans succeeded in advancing to the Governor following the session's adjournment. One of these is House Enrolled Act 1001, led by Rep. Jeff Thompson, which focuses on reducing government expenditure to boost funding for education and public safety while protecting taxpayers.

Regulations on K-12 schools are set to be reduced through House Enrolled Act 1002 by Rep. Bob Behning, aiming to provide more flexibility and control to local communities over educational decisions. House Enrolled Act 1003, championed by Rep. Brad Barrett, is designed to improve health care costs for Hoosiers by enhancing transparency, predictability in pricing, billing, and offering patients more control over treatment options.

Additional legislation includes House Enrolled Act 1004, introduced by Rep. Martin Carbaugh, to ensure nonprofit hospitals adhere to their focus on health care delivery. Energy costs and needs will be addressed by House Enrolled Act 1007 from Rep. Ed Soliday. Public safety is to be strengthened by House Enrolled Act 1006, crafted by Rep. Chris Jeter, through the creation of a board to review cases involving prosecutors who refuse law enforcement.

Rep. Doug Miller's House Enrolled Act 1005 aims to improve housing access by expanding the Residential Housing Infrastructure Assistance Program and streamlining housing development regulations. Finally, House Enrolled Act 1008, authored by House Speaker Todd Huston, looks to allow select Illinois counties the option to join Indiana.
