A new bipartisan legislative effort has been introduced by U.S. Senators Todd Young (R-Ind.) and Jack Reed (D-R.I.) aimed at enhancing civic engagement and promoting service across the United States. Titled the Unity through Service Act, the legislation is designed to unify military, national, and public service efforts through a comprehensive government approach.
Reflecting recommendations from the National Commission on Military, National, and Public Service, the bill intends to rejuvenate service participation which has waned since the onset of the pandemic. "Civic engagement and giving back to the community are woven into the fabric of the American spirit. Our bill would increase Americans’ awareness of service opportunities that target community-specific needs, while also appropriately stewarding taxpayer dollars," stated Senator Young. Senator Reed added, "Americans are ready and willing to answer the call to serve. We just need to create the conditions to mobilize them."
The Unity through Service Act establishes an Interagency Council on Service to coordinate service initiatives and submit a national strategy to the President. It will work in concert with organizations like the Department of Defense, Corporation for National and Community Service, and the Peace Corps to improve recruitment and sharing of strategies. Kristen Bennett of Service Year Alliance expressed support, stating that the Act is crucial for making national service an opportunity for everyone.
Senator Chris Coons (D-Del.) is another Senate co-sponsor of the bill, while U.S. Representatives Chrissy Houlahan (D-PA-6), Jimmy Panetta (D-CA-19), Jack Bergman (R-MI-1), and Don Bacon (R-NE-2) have introduced it in the House.
America's Service Commissions have also endorsed the legislation. CEO Kaira Esgate emphasized the role of national service in addressing community challenges: "National service enables Americans to address critical issues in our communities and instills a sense of mission and purpose in those that serve."
The Unity through Service Act, in its proposed form, binds together multiple service facets, encouraging collaboration and coordination to fulfill national service goals. The legislation awaits further consideration by Congress.
