State Representative Peggy Mayfield is supporting legislation that aims to simplify child care licensing in Indiana. The bill, known as House Enrolled Act 1253, seeks to broaden access to child care by reducing regulatory restrictions, particularly for services offered through schools and other educational institutions.
Mayfield explained that the legislation allows school-based child care programs to accommodate children from the entire school corporation. This is a shift from the current limitation which restricts services to the children of students or staff members only. Furthermore, the bill proposes extending the validity of child care vouchers for Hoosier families from two years to three years.
According to Mayfield, "Many families in our communities face challenges finding affordable and reliable child care. This legislation would ease unnecessary restrictions so more providers can open their doors and serve Hoosier families."
A significant change proposed by House Enrolled Act 1253 is the consolidation of operational licensing for owners of multiple child care centers. This would mean that instead of obtaining separate licenses for each location, a single license would suffice. The aim is to streamline processes with one application and license fee, although each center would still undergo individual inspections to ensure compliance with health and safety standards.
The legislation is designed to reduce administrative burdens and improve the efficiency of the licensing process. This, according to Mayfield, would potentially lower the cost of child care for families throughout Indiana, while increasing the ratio of staff to children without compromising safety.
House Enrolled Act 1253 has been approved by both the House and Senate and is now awaiting consideration by the governor for enactment. Further information or live coverage of session and committee meetings can be found at iga.in.gov.
