U.S. Senator Todd Young from Indiana has joined Senators Chuck Grassley and Maria Cantwell in proposing the Trade Review Act of 2025. This bipartisan legislation aims to reaffirm Congress's primary role in crafting and approving U.S. trade policies. The proposed act draws inspiration from the 1973 War Powers Resolution, aiming to limit the President's capacity to impose unilateral tariffs without Congressional approval.
Senator Young highlighted the Trump Administration’s perspective on past trade activities with the U.S., stating, "The Trump Administration rightly takes the view that the U.S. been on the receiving end of a lot of provocative trade activity over the years and that it’s time for America to push back." However, he noted the potential downsides of tariffs when applied without a clear strategy, particularly for farmers and manufacturers seeking stability.
Young emphasized his ongoing advocacy for greater clarity in trade strategy, stating, "I’ve consistently emphasized the need for greater clarity in our trade approach so that those directly affected aren’t left in the dark." Additionally, he is promoting his Leveling the Playing Field 2.0 Act, designed to offer a targeted approach to tackling unfair trade with predictability. Young expressed hope that both strategic tariff pressure and his legislation could lead to negotiated outcomes benefiting America's trade standing and economic prosperity.
The Trade Review Act aims to return authority and responsibility over tariffs to Congress, as designated by Article I, Section 8 of the U.S. Constitution. This would involve setting specific limits on presidential powers regarding tariff imposition.
