A resolution sponsored by State Representative Matt Commons, aiming to modify the U.S. Constitution to include congressional term limits, is set to be reviewed by the governor. Commons, representing Williamsport, co-sponsored the initiative reflecting the significant support for such limits within the state.

A 2025 survey conducted by U.S. Term Limits revealed that a substantial 84% of Hoosier voters are in favor of implementing congressional term limits. Additionally, 82% of respondents expressed their desire for state lawmakers to back related legislative efforts.

Commons articulated the importance of the resolution, stating, "Term limits for federal lawmakers has been a long-running conversation," and emphasized the necessity of ensuring that elected officials prioritize the interests of the constituents, saying, "U.S. representatives and senators are the people's voice in Congress, and we want to ensure these elected officials are working in the best interest of Hoosiers and not just for themselves."

The proposed legislation, known as Senate Joint Resolution 21, would see Indiana advocating for an Article V convention. The aim is to implement a constitutional amendment that would establish term limits for members of the U.S. Congress. This process, as outlined in Article V, requires that two-thirds of the states request such a convention to propose the amendment. Following that, the amendment must be ratified by 38 states to be incorporated into the Constitution.

In 2025, Indiana is one of 11 states that have passed legislation concerning term limits. The progression of Senate Joint Resolution 21 to the governor marks a step forward in the broader effort to establish these limits. The legislation's future depends on similar resolutions being passed by a total of 34 states.
