Legislation aimed at expanding eligibility for the Child Care and Development Fund (CCDF) program has been approved by the Indiana Senate. The bill, co-authored by State Representative Lori Goss-Reaves, seeks to provide additional support to foster families in the state.
The Indiana Youth Institute recently highlighted that over 18,000 children experienced foster care in Indiana last year, marking an increase after several years of decline. House Enrolled Act 1248 proposes making foster parent households eligible for CCDF assistance, regardless of their number of biological children, provided they meet income eligibility criteria.
"By clarifying eligibility requirements, we can help encourage more families to become foster parents and help address the urgent needs facing children in foster care," stated Goss-Reaves. "I look forward to seeing this bill cross the finish line to help support parents and the children in their care."
A report from Sevita indicates that while there are over 11,000 Hoosier children available for adoption, only 4,500 foster homes are currently available. Expanding CCDF eligibility is expected to alleviate some financial burdens associated with child care and enable more foster parents to offer a stable environment for these children.
Additionally, the bill mandates that the Family and Social Services Administration (FSSA) reserve 200 CCDF vouchers specifically for children placed with licensed foster parents.
