Senator Todd Young of Indiana and retired General David Berger have issued a call for the United States to develop a National Economic Security Strategy. The proposal, outlined in an op-ed published by The Hill, emphasizes the need for a cohesive approach to leverage America's economic tools alongside its military capabilities.

The authors argue that current strategies are insufficient in addressing challenges posed by China's growing economic and military influence. They cite concerns over the "Davidson Window," referring to a period considered high-risk for potential Chinese aggression towards Taiwan. This concern has prompted significant Congressional spending on military readiness.

Young and Berger contend that while rapid production of lethal hardware is vital for deterrence, the U.S. lacks capacity for mass production. They criticize reliance on increased appropriations without strategic oversight, asserting that public support will wane without a formal strategy connecting defense investments to broader national power objectives.

The proposed strategy would involve collaboration across government departments and engagement with private sector entities. Congress has already made progress through the CHIPS and Science Act, which mandates strategic assessments of national competitiveness.

Tariffs are highlighted as an example where clearer strategic objectives could benefit American industry and consumers. The authors urge transparency regarding tariffs' roles within a broader economic framework aimed at resilience and supply chain security.

The op-ed calls for expanding the scope of strategies mandated by recent legislation, such as the CHIPS and Science Act, and suggests establishing a National Defense Economic Competition Research Council under Secretary of Defense Pete Hegseth's leadership.

Additionally, they advocate for accelerated investments in domestic manufacturing and modernizing the defense industrial base to secure supply chains and foster technological advancements.

Young and Berger conclude by underscoring the historical interconnectedness between military power and economic prosperity, urging immediate action to develop a comprehensive National Economic Security Strategy.
