Indiana House advances bill aimed at expanding access to affordable housing

The Indiana House of Representatives has unanimously passed a bill introduced by State Representative Doug Miller (R-Elkhart) aimed at expanding access to housing in the state. The legislation, known as House Bill 1005, seeks to enhance the Residential Housing Infrastructure Assistance Program, which provides revolving loans to local governments for infrastructure projects supporting housing development.

Rep. Miller highlighted the pressing nature of housing issues in Indiana, referencing a 2023 US Census Bureau survey that found nearly half of all home renters in the state are cost-burdened, with over 46% of these households having children. He stated, "Indiana communities continue to grow and we need to make sure we have the housing available to meet demand."

House Bill 1005 also proposes streamlining the permitting process by allowing third-party qualified inspectors for plan reviews or inspections. It requires local units to notify applicants within three business days if an application is complete and provide notices on their ability to conduct plan reviews and inspections within specified timeframes.

According to a study by the National Association of Home Builders, regulations account for nearly 25% of the cost of a single-family home and more than 40% of apartment development costs. Rep. Miller noted that "by streamlining the sluggish permitting process, we can speed up housing development and reduce costs for Hoosiers."

The bill has received support from several industry groups, including the Indiana Manufactured Housing Association and Indiana Builders Association. It now moves to the Senate for further consideration.
