Indiana supports Goshen housing project through new infrastructure assistance program

A new mixed-use housing community has commenced construction in Goshen, Indiana, facilitated by a recent state law aimed at supporting local communities with housing infrastructure costs. State Representatives Joanna King and Doug Miller were present at the groundbreaking event for the Cherry Creek Goshen development, which plans to offer 1,400 condos, townhomes, and single-family homes.

Goshen received $11 million from Indiana's Residential Housing Infrastructure Assistance Program in July to assist with infrastructure expenses. Representative Doug Miller, who authored the law establishing the program, stated: "Our housing stock in communities across Indiana needs to be able to keep up with the demand." He emphasized that the partnership between local communities and the state helps developers access shovel-ready sites more easily.

Representative Joanna King highlighted that expensive infrastructure projects can deter developers and communities from expanding housing options. She explained that the program acts as a revolving loan fund to help cover costs related to water distribution systems, sanitary sewer systems, electric or gas distribution lines, among others. "Local communities want to bring in more housing but often struggle due to budget restrictions," King said. "Thanks to this fund, locals can get much-needed help."

Goshen is one of 13 communities benefiting from $51 million awarded by the Indiana Finance Authority during the first round of funding. King noted that 70% of this funding targets communities with populations under 50,000 where housing shortages are more common. The remaining funds are available for larger areas.

The State Budget Committee has recently approved an additional $25 million for a second round of funding through the Residential Housing Infrastructure Assistance Program; however, recipients have not been announced yet.
