Area legislators are encouraging Hoosiers to use a new state website designed to compare health care prices and quality. This initiative follows the establishment of the Indiana All Payer Claims Database (APCD) in 2020, overseen by the Indiana Department of Insurance. The database aims to increase transparency in health care costs by collecting insurance claims data from both public and private health care payers.

"For many families, making informed decisions about health care is vital," said State Rep. Bob Heaton (R-Terre Haute). "This new tool provides a practical way to compare costs and quality, helping Hoosiers feel confident in the care they receive and the price they pay."

State Rep. Alan Morrison (R-Brazil) highlighted that the APCD allows users to search for what other patients have paid for common procedures across various regions, providers, and insurance plans. The database also includes information on health care providers within certain distances from a zip code, average out-of-pocket costs for services, and quality ratings for facilities.

"Providing clear and accessible health care information is a game-changer for Indiana families," Morrison said. "This database is an essential tool to help patients find the best care at the right price, all in one place."

State Rep. Bruce Borders (R-Jasonville) emphasized that the goals of the database are to inform Hoosiers seeking medical care, identify state health care needs, support health care policy, and improve the quality and affordability of health care in Indiana.

"Too often, patients are blindsided by medical bills they didn't see coming," Borders said. "With this new website, Hoosiers have the power to plan ahead, understand what they're paying for and avoid the shock of unexpected charges."

The APCD complies with security standards outlined in HIPAA and HITECH Acts. Onpoint Health Data administers it and is certified by HITRUST.

Hoosiers can visit apcd.idoi.in.gov to compare health care prices and quality or submit questions via email at apcd@idoi.in.gov.
