State Reps. Stephen Bartels and Chris May are urging Indiana residents to use a new state website for comparing health care prices and quality. The site is part of the Indiana All Payer Claims Database (APCD), established by a 2020 law and managed by the Indiana Department of Insurance.
The database gathers insurance claims data from both public and private health care payers to track costs, utilization, and quality across the state. "Shopping for health care services and providers isn't always easy and can get overwhelming," Bartels said. "The new dashboard allows patients to get an idea on the potential costs of services ranging from a routine exam to various surgeries."
Bartels explained that the APCD enables users to search what others have paid for common procedures across different regions, providers, and insurance plans. The database also lists health care providers within certain distances from a zip code, average out-of-pocket costs for services, and facility quality ratings. For instance, those needing a knee replacement can enter their insurance details, procedure type, and zip code to see nearby providers' quality ratings and average out-of-pocket costs.
"The new All Payer Claims Database provides valuable information on health care costs," May stated. "Hoosiers now have the opportunity to educate themselves on services and providers that fit their budgets."
May noted that the database aims to inform residents seeking medical care, identify state health care needs, support policy development, and improve the quality and affordability of health care in Indiana.
The APCD complies with U.S. Health Insurance Portability and Accountability Act (HIPAA) standards as well as those outlined in the Health Information Technology for Economic and Clinical Health Act. Onpoint Health Data administers the Indiana APCD and holds certification from HITRUST, which meets federal and state security requirements.
