Indiana legislation aims to expand child care support for foster families

Legislation aimed at expanding eligibility for the Child Care and Development Fund (CCDF) program is moving forward in Indiana. Co-authored by State Representative Julie Olthoff (R-Crown Point), the proposed law seeks to provide additional support for foster families by expanding CCDF assistance eligibility.

House Enrolled Act 1248 proposes that households with a foster parent be eligible for CCDF support, regardless of the number of biological children living in the home, provided they meet the income eligibility criteria. Representative Olthoff explained, "Child care can be a heavy financial burden for any family, but even more so for those who also foster children. This legislation is another way Indiana can support foster parents to ensure more Hoosier children can find a loving, permanent home."

Sevita, a service provider, reported that over 11,000 Hoosier children are available for adoption, yet there are only 4,500 available foster homes in the state. By easing the financial burden of child care, the legislation aims to enable more foster parents to offer a stable and loving environment for children in need.

Additionally, the bill mandates that the Family and Social Services Administration (FSSA) reserve 200 CCDF vouchers for children placed with licensed foster parents.
