Bill requiring DCS transparency on child fatalities moves forward

The House Family, Children and Human Affairs Committee has advanced a bill proposed by State Representative Ryan Lauer (R-Columbus) that aims to increase transparency in cases of child fatalities and near fatalities. The bill mandates the Department of Child Services (DCS) to provide public information about such incidents, including details on the perpetrator, any previous abuse reports, and actions taken by the department in prior cases.

Lauer emphasized the importance of transparency in these tragic situations. "It is a tragedy whenever a child is in danger or killed, and this bill would offer more transparency on these cases," he stated. He further highlighted the vulnerability of children and expressed hope that gathering detailed information could help prevent future deaths.

Under the proposed legislation, DCS would be required to release a report within 90 days after opening a case involving a child fatality or near fatality. Data from DCS indicates that over 56 child fatalities occurred due to abuse or neglect in Indiana during 2023, with 68% of victims being aged three years or younger.

"Every one of these cases is a tragedy," Lauer said. "We must focus on protecting innocent, defenseless children severely hurt as a result of abuse and honor the lives lost where it is too late." He believes that increased awareness can lead to better advocacy and legislation aimed at ending child abuse in Indiana.

By making new public details available through these reports, Lauer hopes officials and concerned citizens can collaborate to find more solutions for preventing child abuse and deaths in the state.
