The House Veterans Affairs and Public Safety Committee has unanimously passed a bill authored by State Representative Tim O'Brien, aiming to recognize emergency medical services (EMS), including ambulances, as essential public services. This classification is intended to elevate EMS providers to the same level of importance as police and fire departments in terms of public health and safety.
Representative O'Brien highlighted the critical role that EMS providers play during crises. "Emergency medical services are one of the first to show up in a crisis, yet they don't always receive the recognition or resources they need," he stated. "By establishing EMS as an essential service, we can strengthen support for these providers and ensure Hoosiers have reliable access to emergency care when they need it most."
Previously, O'Brien authored legislation directing the Indiana Department of Homeland Security to conduct an overview of EMS services statewide. The resulting report identified disparities in staffing levels across districts, gaps in basic and advanced life support services, absence of coverage in some townships, and issues related to low wages and retirement benefits affecting recruitment and retention of EMS workers.
House Bill 1454 proposes solutions by requiring county commissioners to pinpoint underserved areas and establish emergency ambulance services where needed. The bill will now proceed to the House Ways and Means Committee for further evaluation.
