Indiana launches online tool for comparing healthcare prices

State Representatives Stephen Bartels and Shane Lindauer are urging Indiana residents to utilize a newly launched online tool designed to help compare health care prices and quality. This initiative follows the 2020 legislation that established the Indiana All Payer Claims Database (APCD), managed by the Indiana Department of Insurance, aimed at increasing transparency in health care costs.

The APCD gathers insurance claims data from both public and private health care payers, enabling users to track cost, utilization, and quality of health care services throughout Indiana. "Shopping for health care services and providers isn't always easy and can get overwhelming," Bartels noted. He highlighted that the new dashboard allows patients to estimate potential costs for services ranging from routine exams to surgeries.

Bartels explained that Hoosiers could search what others have paid for common procedures across various regions, providers, and insurance plans. The database provides information on health care providers within specific distances from a zip code, average out-of-pocket costs for services, and facility quality ratings. For instance, individuals needing a knee replacement can select their insurance plan, procedure type, and zip code to view local provider options along with cost estimates and quality ratings.

Lindauer emphasized the database's objectives: informing those seeking medical care, identifying state health care needs, supporting policy development, and enhancing the quality and affordability of health care in Indiana. "This database not only provides insightful information for Hoosiers but also allows health care facilities to see quality reviews," Lindauer stated.

The APCD adheres to security standards outlined by HIPAA and HITECH Acts. Onpoint Health Data administers the Indiana APCD with HITRUST certification, ensuring compliance with federal and state security requirements.

Residents can access the tool at apcd.idoi.in.gov for comparing prices and finding more information. Feedback on reports or dashboards is welcomed via email at apcd@idoi.in.gov.
