New online tool helps Hoosiers compare healthcare prices

State Rep. Bruce Borders (R-Jasonville) is urging Indiana residents to utilize a new state website designed to compare health care prices and quality.

In 2020, Borders supported legislation that led to the creation of the Indiana All Payer Claims Database (APCD). The database, managed by the Indiana Department of Insurance, aims to enhance transparency in health care costs by collecting insurance claims data from both public and private health care payers. This information tracks the cost, utilization, and quality of health care across Indiana.

"Too often, patients are blindsided by medical bills they didn't see coming," Borders said. "With this new website, Hoosiers have the power to plan ahead, understand what they're paying for and avoid the shock of unexpected charges."

The APCD allows users to search for what other patients have paid for common procedures across different regions, providers, and insurance plans. It also includes a list of health care providers within certain distances from a specified zip code, average out-of-pocket costs for services, and quality ratings for facilities. For instance, someone needing a knee replacement can enter their insurance details, procedure type, and zip code into the database to find nearby providers that offer the service along with their quality ratings and average out-of-pocket costs.

The goals of the database include informing residents seeking medical care, identifying state health care needs, supporting health care policy development, and improving the overall quality and affordability of health care in Indiana.

Information collected by the APCD adheres to security standards outlined in both the U.S. Health Insurance Portability and Accountability Act (HIPAA) and the U.S. Health Information Technology for Economic and Clinical Health Act (HITECH). Onpoint Health Data administers the Indiana APCD and is certified by HITRUST—a leading standard in health data security that incorporates federal and state security requirements.
