Indiana launches online tool for comparing healthcare prices

State Representatives Craig Haggard and Peggy Mayfield are urging Indiana residents to use a new state website designed to compare health care prices and quality. This initiative follows the 2020 legislation that established the Indiana All Payer Claims Database (APCD), managed by the Indiana Department of Insurance, aimed at increasing transparency in health care costs.

The APCD gathers insurance claims data from both public and private health care payers to monitor the cost, usage, and quality of health care services throughout Indiana.

"With this online resource, we're providing Hoosiers a simple and effective way to compare medical costs and services," said Haggard. "It ensures they're able to find the right care that meets their needs."

Mayfield highlighted that the database allows users to see what other patients have paid for common procedures across various regions, providers, and insurance plans. It also provides a list of health care providers within specific distances from a zip code, average out-of-pocket costs for services, and quality ratings for facilities. For instance, individuals needing a knee replacement can enter their insurance details, procedure type, and zip code into the database to view relevant information about nearby providers.

"Knowledge is power, especially when it comes to health care," Mayfield stated. "This new tool gives Hoosiers a way to plan for their medical needs, compare providers and make informed choices that align with their budgets and health care goals."

The database aims to inform residents seeking medical care, identify state health care needs, support policy decisions, and improve the quality and affordability of health care in Indiana.

Data collected by the APCD adheres to security standards set by HIPAA (Health Insurance Portability and Accountability Act) and HITECH (Health Information Technology for Economic and Clinical Health Act). The administrator of Indiana's APCD, Onpoint Health Data, holds HITRUST certification—a leading standard in health data security that integrates federal and state security requirements.

Residents can visit apcd.idoi.in.gov to compare prices and quality of healthcare services or submit questions and suggestions via email at apcd@idoi.in.gov.
