Indiana launches tool for comparing healthcare prices

State Rep. J.D. Prescott (R-Union City) is encouraging Indiana residents to utilize a new state website designed to compare health care prices and quality.

Prescott, who supported the 2020 law establishing the Indiana All Payer Claims Database (APCD), explained that the site aims to increase transparency in health care costs. Overseen by the Indiana Department of Insurance, the website collects insurance claims data from public and private health care payers to track cost, utilization, and quality across the state.

"Hoosiers deserve transparency when it comes to their health care, so that they are well-informed of the costs and quality of the provider," Prescott said. "This new website is user-friendly and a great step toward lowering health care costs."

The APCD allows users to search for what other patients have paid for common procedures across different regions, providers, and insurance plans. It also includes a list of health care providers within certain distances from a zip code, average out-of-pocket costs for services, and quality ratings for facilities. For instance, those needing a knee replacement can select their insurance, procedure, and zip code on the database to view nearby providers that perform the service along with quality ratings and average out-of-pocket costs.

The database aims to inform Hoosiers seeking medical care, identify state health care needs, support health care policy, and improve both quality and affordability in the state's healthcare system.

Data collected by APCD complies with security standards outlined in HIPAA (Health Insurance Portability and Accountability Act) as well as HITECH (Health Information Technology for Economic and Clinical Health Act). Onpoint Health Data administers Indiana's APCD and is certified by HITRUST—a standard in health data security adhering to both federal and state requirements.
