State Rep. Alan Morrison (R-Brazil) is urging Indiana residents to utilize a new state website designed to compare health care prices and quality. The site, part of the Indiana All Payer Claims Database (APCD), aims to increase transparency in health care costs by collecting insurance claims data from both public and private health care payers.
Morrison, who supported the law establishing the APCD in 2020, stated, "Providing clear and accessible health care information is a game-changer for Indiana families. This database is an essential tool to help patients find the best care at the right price, all in one place."
The APCD allows users to search for what other patients have paid for common procedures across different regions, providers, and insurance plans. It also includes a list of health care providers within certain distances from a zip code, average out-of-pocket costs for services, and quality ratings for facilities. For instance, someone needing a knee replacement can use the database to select their insurance plan, procedure type, and zip code to view nearby providers' quality ratings and average costs.
The database's objectives include informing residents seeking medical care, identifying state health care needs, supporting policy development, and improving health care quality and affordability in Indiana.
Data collected by the APCD adheres to security standards outlined in the U.S. Health Insurance Portability and Accountability Act (HIPAA) and the U.S. Health Information Technology for Economic and Clinical Health Act (HITECH). Onpoint Health Data administers the Indiana APCD and holds certification from HITRUST, which sets industry-leading standards in health data security using federal and state requirements.
Residents can visit apcd.idoi.in.gov to compare health care prices and quality or find more information. Questions or suggestions regarding current or future reports can be submitted via email at apcd@idoi.in.gov.
