New online tool launched in Indiana for comparing healthcare prices

State Reps. Bob Heaton and Alan Morrison are encouraging Indiana residents to use a new state website designed to compare health care prices and quality. This initiative follows the 2020 legislation that established the Indiana All Payer Claims Database (APCD), managed by the Indiana Department of Insurance, to enhance transparency in health care costs.

The APCD collects insurance claims data from both public and private health care payers, tracking costs, utilization, and quality of health care across Indiana.

"For many families, making informed decisions about health care is vital," Heaton said. "This new tool provides a practical way to compare costs and quality, helping Hoosiers feel confident in the care they receive and the price they pay."

Morrison highlighted that the database allows users to search for what other patients have paid for common procedures across various regions, providers, and insurance plans. The tool also lists health care providers within certain distances from a zip code, average out-of-pocket costs for services, and facility quality ratings. For example, someone needing a knee replacement can enter their insurance details, procedure type, and zip code into the database to see nearby providers' ratings and average costs.

"Providing clear and accessible health care information is a game-changer for Indiana families," Morrison said. "This database is an essential tool to help patients find the best care at the right price, all in one place."

The database aims to inform residents seeking medical care, identify state health care needs, support policy development, and improve overall health care quality and affordability in Indiana.

All information collected by the APCD adheres to security standards outlined by HIPAA (Health Insurance Portability and Accountability Act) and HITECH (Health Information Technology for Economic and Clinical Health Act). Onpoint Health Data administers the APCD in Indiana and holds HITRUST certification for meeting federal and state security requirements.

Indiana residents can visit apcd.idoi.in.gov to compare prices and quality of healthcare services or submit questions via email at apcd@idoi.in.gov.
