State Representative Bob Morris presented the Sagamore of the Wabash award to Kim Churchward on May 12, recognizing her more than 40 years of service in Allen County’s criminal justice system and community corrections leadership.

The honor highlights Churchward’s long career dedicated to public safety and improving local systems. The Sagamore of the Wabash is considered Indiana’s highest civilian honor, given to individuals who have made significant contributions to the state.

Churchward began her career before graduating college as an intern with the Allen County Prosecutor’s Office. She later served as a field representative for the Governor’s Task Force to Reduce Drunk Driving, where she developed public awareness campaigns and secured over $75,000 in federal grant funding. After earning a bachelor’s degree in criminal justice from Jacksonville State University in 1987, she worked as an investigator for the prosecutor’s office and became chief investigator at age 28.

In 2001, Churchward joined Allen Superior Court and led supervision programs before developing Criminal Division Services—a consolidated structure aimed at increasing efficiency and reducing costs. In 2014, she was appointed executive director of Allen County Community Corrections, leading a staff of 140 people with a $13 million budget. Her tenure included implementing GPS supervision programs, expanding treatment options, creating new therapy models, and establishing a residential program focused on rehabilitation and jail diversion.

“Kim’s leadership strengthened public safety and modernized community corrections in Allen County,” Morris said. “Her work has made a lasting difference in our community by improving systems, strengthening accountability and expanding opportunities for rehabilitation. She has positively impacted countless lives across northeast Indiana. I want to congratulate her on her many accomplishments and thank her for decades of dedicated service as she enters retirement.”
