St. Joseph County legislators have supported Senate Enrolled Act 1, a legislative package aimed at delivering property tax relief for homeowners in Indiana, known as Hoosiers. The act has been signed into law and is expected to save residents $1.3 billion in property taxes over the next three years.

State Representative Dale DeVon emphasized the broad scope of the legislation, stating, “This legislation provides a comprehensive property tax relief plan to a broad spectrum of Hoosiers including homeowners, farmers, disabled veterans and small business owners.”

Key measures in SEA 1 include a 10% property tax credit up to $300 for all homestead property tax bills starting in 2026, and additional credits of $150 for fixed-income seniors. The law also exempts more small businesses from paying business personal property tax and is projected to save farmers approximately $125 million over the next three years.

Long-term reform aspects of the law involve reducing the cap on local income taxes from 3.75% to 2.9%, placing stronger controls on local government debt, and requiring referenda during general elections to improve transparency and voter turnout. A Property Tax Transparency Portal will be created to help taxpayers compare current tax bills with proposed changes.

“This law provides targeted aid to Hoosier families, offering financial relief and a better, more accountable system going forward,” said State Rep. Jake Teshka. “This is a big win for homeowners that will reduce property tax bills.”

State Rep. Tim Wesco highlighted the importance of the reforms, stating, “It’s important that we work to lower property taxes while putting stronger controls in place to prevent skyrocketing bills in the future.” He added that the law represents a significant step toward financial relief for residents.
