Indiana General Assembly passes new laws addressing housing, utilities, and youth protections

State Representative Tony Isa announced on March 16 that the Indiana General Assembly concluded its legislative session with several new laws aimed at addressing key challenges in northeast Indiana and across the state.

The legislation focuses on practical solutions for families, including expanding housing opportunities, supporting economic development, improving utility affordability, and protecting young people. These measures are intended to address pressing issues such as housing shortages and utility costs while also enhancing community safety.

Isa said he co-authored House Enrolled Act 1001 to increase the supply of homes by limiting local mandates and regulatory barriers that can slow development and raise costs. The law reforms development impact fees, removes certain design requirements, and requires local governments to report housing data. “These changes aim to reduce delays and bring more homes to the market,” Isa said.

Another measure Isa co-authored is House Enrolled Act 1038, which will allow residents of Allen, DeKalb, and Steuben counties to vote in November 2026 on whether to permit inland casino gambling in the region. If approved by voters and supported by the community, a license could be issued by the Indiana Gaming Commission. Isa said this project could generate about $204 million in annual gross revenue and over $61 million in yearly tax receipts.

House Enrolled Act 1002 seeks to strengthen utility affordability by holding utilities accountable for meeting performance targets related to lowering rates and improving reliability. Additional legislation includes House Enrolled Act 1408, which establishes safeguards for youth on social media through parental consent requirements, as well as Senate Enrolled Act 246 requiring redaction of names of child victims or witnesses in criminal cases.

Isa encouraged constituents to stay engaged: “While Hoosiers may not agree on every policy, it’s important to focus on the facts and the work being done to strengthen our communities.” He invited residents with questions or concerns to contact his office or sign up for his e-newsletter.

In related leadership news, Huston contributed to civic leadership through service on education boards and community commissions in Indiana, per the Indiana House Republicans website. Huston expanded Indiana’s Choice Scholarship program and has been recognized for school choice advocacy according to the same source. He also championed measures for tax relief alongside school choice initiatives as reported by the website.

Huston resides in Fishers with his wife Denise and their two adult children according to official information. He has served as state representative since first being elected in 2012 per his biography, after earning a bachelor’s degree in political science from Indiana University according to official records.
