The Indiana General Assembly has approved legislation co-authored by State Representative Bob Heaton aimed at modifying child care licensing regulations. This development is intended to enhance access to child care services for families across the state.
House Enrolled Act 1253 focuses on expanding access by reducing licensing restrictions for services offered through schools and other educational institutions. According to Heaton, the bill would permit school-based child care programs to accommodate children from the entire school corporation, rather than just children of students or staff.
The bill also aims to widen eligibility for child care vouchers, allowing Indiana families to use waivers for a longer duration by extending validity from two to three years.
“Helping parents find reliable, affordable child care is essential to keeping our communities strong and our economy moving,” Heaton said. “This legislation cuts unnecessary bureaucracy and gives providers the flexibility they need to grow and serve more families across Indiana.”
The proposal includes a provision that would allow owners of multi-site child care centers to operate under a single license instead of acquiring individual licenses for each facility. Heaton emphasized that this would simplify the process with a single application, one license fee, and a streamlined, transparent application process. Each facility would still undergo individual inspections to meet health and safety standards.
According to Heaton, the bill aims to reduce administrative burdens and enhance the efficiency of the licensing process, leading to lower child care costs for Indiana families.
