State Rep. Doug Miller has introduced House Bill 1001, a legislative proposal aimed at increasing housing affordability throughout Indiana. The bill addresses the rising age of first-time homebuyers and growing housing costs by seeking to remove local mandates and regulatory barriers that can hinder development.
“We want to help more Hoosiers and families achieve the American Dream of owning a home,” Miller said. “We want to support our growing communities and make it easier and affordable to build a life in Indiana.”
House Bill 1001 proposes limiting local mandates, eliminating certain design requirements, reforming impact and development fees so they reflect actual costs, and reducing additional expenses for renters and buyers. The legislation also requires local governments to report various housing development metrics, with the intention of identifying obstacles in the process.
Miller stated that the bill would simplify converting commercial buildings into residential spaces and update building standards to avoid unnecessary construction cost increases. The overall goal is to speed up the availability of new housing, increase supply, and lower prices for residents.
